Unit 5. Programme Implementation
putting ideas into practice with attention to evolving challenges and constraints
Unit 5. Programme Implementation
Programme implementation involves putting an idea into practice in order to achieve goals identified by communities through the LLACPS process.
After mobilising the community, analysing concerns and conflict-sensitive dynamics, identifying potential solutions, and designing an intervention…it’s finally time to actually do something. For project managers, the implementation phase involves tracking numerous details, supporting team members in completing their tasks and being open to adjusting those tasks as needed.
This Unit 5 begins with an overview of adaptive governance, highlighting some key concepts in management. The principles of adaptive governance remind facilitators that the stages of LLACPS should be thought of as iterative processes, rather than a one-time linear progression. Projects should be regularly adjusted in response to participant feedback, design flaws and contextual changes. This flexibility is also critical to a conflict-sensitive approach.

Concepts, tools, and participatory methods discussed in Unit 5 include:

The three modules of Unit 5 will help users:
- identify and redress gaps in knowledge related to project management
- recognise adaptive governance as a framework for operating in conditions of uncertainty
- consider the role of Communities of Practice (CoPs) in supporting responses to the climate, peace and security nexus
- value the need for and potential of multi-scalar capacity development
- understand why Gantt charts are a popular tool in project management
- appreciate how Low-Hanging Fruit Analysis can help concentrate resources where they will do the most good
- revisit prioritisation matrices as a tool that can also support task-based decision-making
- consider the role of performance reviews in programme implementation
- launch and nurture a Community of Practice

The overall purpose of Unit 5 is to support LLACPS facilitators in successfully engaging communities to actively implement their chosen intervention.
