Unit 6. Monitoring, Evaluation, Accountability and Learning

appraising an ongoing project, making any necessary changes to maximise its positive effect

Unit 6. Monitoring, Evaluation, Accountability and Learning

Monitoring, evaluation, accountability and learning (MEAL) refers to a set of processes that support the design and implementation of a project by providing a framework for understanding what problems the project seeks to address, how well the project is being implemented, what kinds of effects the project is having and what about the project may need to change.

This unit helps project managers partner with communities to integrate monitoring, evaluation, accountability and learning processes into locally led action projects. It should be used in conjunction with the other modules of this toolkit — and in particular, should be integrated with the Initial Scoping and Action Planning phases of project management.

Module 6.1 begins with an overview of key ideas in monitoring, evaluation, accountability and learning. In Module 6.2, a range of tools supporting monitoring and evaluation processes are introduced. Module 6.3 discusses participatory approaches to MEAL.

Concepts, tools, and participatory methods discussed in Unit 6 include:

The three modules of Unit 6 will help users:

  • appreciate the value of monitoring and evaluation for benefits far beyond required reporting
  • balance the importance of accountability with the benefits of learning during a LLACPS project
  • consider multi-faceted impact dimensions and indicators relevant to climate, peace and security
  • develop a logframe informed by your project’s theory of change
  • customise Everyday Peace Indicators specific to the project’s climate, peace and security context
  • use an environmentally focused toolkit to build capacity for a variety of MEAL techniques
  • integrate participation in each step of a LLACPS project’s monitoring, evaluation, accountability, and learning processes
  • deploy collaboratively designed surveys as part of ongoing data collection
  • engage focus groups and talking circles as sources of monitoring data as well as methods for evaluative analysis

The overall purpose of Unit 6 is to equip facilitators to integrate monitoring, evaluation, accountability, and learning processes in locally led action projects to (1) support the project’s conflict-sensitive and climate-responsive approach and (2) enhance how the project’s transparency and effectiveness is perceived by participants, partners, and the public.
